According to the Help Center on the SignRequest website, SignRequest does not enable HIPAA compliance and is unable to sign a Business Associate Agreement (BAA).
SignRequest is located in the European Union. Though the company claims to offer highly secure services, in line with the General Data Protection Regulation (GDPR), it does not appear to provide services that enable HIPAA compliance.
